School Board sets Dec. 6 community vote on $5.6 million in capital improvements

The Niskayuna Board of Education has set a Dec. 6 community vote on a $5.6 million capital project that has been under discussion since the district's Building Condition survey was completed last year. The Board approved a resolution to hold the vote at its Oct. 17 meeting.

The proposed improvements would address a variety of health and safety work and aging systems at schools across the district, including roof replacements at three schools, new electrical panels, HVAC controls and water heaters at several buildings, and new kitchen fire suppression systems at two schools. A complete list of projects is below.

There is no increase in local taxes projected as the result of the work because it is timed with the retirement of some existing debt. The district plans to allocate some money from its debt service fund over an initial two-year period to keep debt service costs flat.

Voting on Dec. 6 will take place at Niskayuna High School from 7 a.m. to 9 p.m., similar to the annual school budget vote.

If residents approve the proposal, school officials anticipate that the necessary State Education Department approval can be obtained in time to complete some work in summer 2017, including replacing the Van Antwerp roof, which leaks regularly when it rains. The remainder of the work would be slated for the summer of 2018.

All of the proposed projects were identified as needing repair or replacement in the Building Condition Survey conducted by district architects last year. The survey assesses all aspects of district buildings, systems and grounds and their expected useful life.

The Board's facilities plan calls for this initial proposal, tailored to minimize the impact on taxes, to be followed by a comprehensive facilities planning process. This subsequent phase will combine outstanding needs identified in the survey with building changes driven by ongoing academic program planning that is embedded in the Board's strategic plan.

Superintendent Cosimo Tangorra, Jr. said that the Dec. 6 proposal and overall approach to facilities planning represents a commitment to protecting the community's investment in its schools and positioning the district for the future.

"The district did finish a major capital project in the last decade, but as the Building Condition Survey showed, it was not possible to address all facilities needs at that time and key systems have continued to age," Dr. Tangorra said. "Our plans call for regular attention to facilities in an effort to maintain our schools and adapt to program changes with the greatest possible stability for taxpayers."
