Board of Education approves Flex Zone framework, plan to be implemented for next year

 

At its March 10 meeting, the Board of Education voted unanimously to move forward with the framework of the flex zone plan developed by the Class Size Management Work Group.

Flexible attendance zones, or "flex zones," are defined as geographic areas in which newly enrolled students may be assigned to one of two or more designated schools for the purpose of balancing class sizes. The district will phase in the zones with each incoming kindergarten class, beginning with the group entering in September 2015.

This approach means that no current students will be moved from their present school. Also, incoming kindergarten students who live in flex zones will be able to attend the same elementary school as older siblings.

The Class Size Management Work Group includes parents, elementary and middle school principal representatives, the District Registrar, Transportation staff, and Interim Superintendent John Yagielski. It began its work last July, and focused primarily on flex zones because of the ongoing flexibility they provide in addressing the challenge of balancing class sizes across the district's five elementary schools.

The zones provide flexibility because as new students register - either through the kindergarten process or for another grade - the district can make assignments based on balancing class sizes. Families will be given an opportunity to state a preference from among the schools designated for their flex zone. Once students who live in a flex zone are assigned to a school, they will not be moved to another school by the district.

On March10, Board members and Mr. Yagielski congratulated the Work Group for the quality of the plan it developed and the time and energy that they put into the issue.

Key Elements of the Plan

  • The zones will be effective with the incoming kindergarten class, entering in September 2015.
  • All current elementary students will continue at their present school.
  • Families living in flex zones will be given the opportunity to state a preference from among the schools designated for the zone in which they live.
  • Families living in flex zones can choose to have younger siblings entering kindergarten attend the same school as older siblings.
  • Incoming kindergarten students will receive school and teacher assignments on or about August 1.
  • The district will continue to offer a Voluntary Transfer Program during the summer when there is space in particular grade levels.
  • Students currently assigned to a school outside of their home zone will be provided with a series of options, including: the ability to stay in their present school; priority status in the Voluntary Transfer Program; and middle school choice.

 

Next Steps and Future Planning

  • Communicate with the families of kindergarten students entering the district in September 2015
  • Hold an informational session for area realtors
  • Develop key policies and procedures to implement the zones and ensure periodic program review and accountability.
  • Implement a centralized kindergarten registration process and a consistent approach to pre-school aged programs in future years
